WARFARE SYSTEMS COMMAND (SPAWAR)
The Performance Work Statements we have prepared include technical requirements for Program Management, Acquisition Management, Administrative Support, Financial, Business Management, Logistic, Engineering, Installation, and Test and Evaluation Support services. The specific services GCC provides include the following:
- Fostering customer and contractor understanding, acceptance, participation and competence in the PBSA processes;
- Receiving customer requirements, usually through the Acquisition Management Automation System (AMAS), and crafting task order Performance Work Statements (PWSs) or Statements of Objectives (SOOs);
- Developing performance standards and quality assurance plans;
- Developing other sections of the task order RFQs;
- Evaluating task order cost/technical proposals and uploading and downloading documents on SPAWAR’s electronic commerce site;
- Providing CDRL data and responding to ad hoc or emergent data calls, including the development and maintenance of an automated, searchable database of both current and historical task order information;
- Facilitating process improvement which includes producing nonproprietary electronic templates/tools, drafting instruction/ guidebooks, attending partnering sessions, providing training, and introducing change management processes.
Introduced a “coach and write” approach to address SPAWAR’s concern about resistance by the technical staff to converting to PBSA. Developed a formal training course in PBSA that is used to provide individual and group training to the program offices based on their individual needs.
